Overview

Join SDP for the second of our 2021 Open Mic Forums: Extraordinary Obsolescence Responses. This 1-hour forum will be hosted on Wednesday, June 30  from 11:00 AM-12:00 PM Eastern. After a brief introduction by Dr. Susan Jensen, the forum will begin with a short presentation by three members of our SDP Training Faculty: Branko Terzic, Ned Allis, and Larry Kennedy. This program follows the first OMF program on June 23 - Extraordinary Obsolescence Forces, and attendees are encouraged to attend both programs. There is no registration limit for the program - all are welcome!

James Bonbright in the seminal text Principles of Public Utility Rates wrote “Neither a corporate management nor commission can hope to predict, years in advance, the dates as of which old properties may need to be retired for reasons of extraordinary obsolescence.” That may be true, but depreciation professionals will still be asked for guidance as to how recognition of the extraordinary obsolescence should be accommodated in public utility ratemaking.

This OMF discussion will include real world examples of how, in the past, recognition of extraordinary obsolescence has been handled by state public service commissions (PSCs), the Federal Communications Commission (FCC), and the Federal Energy Regulatory Commission (FERC). This discussion will include valuable information on stranded investment.
